"Tender No.: 398/2001 66 & 132kV Switchgear and Ancillary Equipment Successful Tenderer Brief Description of Contract Work 1. EXTENT OF CONTRACT - The Contract includes the design, manufacture, inspection and testing at manufacturer’s Works, packing for export shipment and delivery CFR Limassol or Larnaca, Cyprus, on liner terms at both ends, of 66 and 132kV Switchgear and ancillary equipment. 2. GENERAL DESCRIPTION OF THE WORKS AND SITE LOCATION - The Plant supplied under this Contract will form part of the reinforcement of the 66kV and 132kV transmission system for commissioning in 2002 / 2003. The general description of the Works and the site location are as follows: (a) Latsia 132 kV substation Latsia is an existing 66 kV substation that shall be upgraded to 132 kV as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising two fully equipped line bays, two transformer bays and one bus-section bay with 132 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. It is to be noted that some of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (b) Ergates 132 kV substation Ergates is an existing 66 kV substation that shall be upgraded to 132 kV as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising two fully equipped line bays, two transformer bays and one bus-section bay with 132 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. It is to be noted that most of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (c) Kokkinotrimithia 132 kV substation Kokkinotrimithia is an existing 66 kV substation that shall be upgraded to 132 kV as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising two fully equipped line bays, two transformer bays and one bus-section bay with 132 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. It is to be noted that most of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (d) Orounda 132 kV substation Orounda is an existing 66 kV substation that shall be upgraded to 132 kV as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising two fully equipped line bays, one auto-transformer bay with full 66 kV line connections to feed a remote substation, two transformer bays and one bus-section bay with 132 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. It is to be noted that most of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (e) Pyla 66 kV substation Pyla is a new 66 kV substation with two transformer feeders as detailed in the relevant drawings. It is to be noted that most of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (f) Xeropotamos 66 kV substation Xeropotamos is an existing 66 kV substation that shall be completely refurbished using new equipment as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising two fully equipped line bays, two transformer bays and one bus-section bay with 66 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. (g) Tembria 66 kV substation Tembria is an existing 66 kV substation with three transformers as detailed in the relevant drawings. It is to be noted that most of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. The only equipment required is one set of current transformers for one of the transformer bays. (h) Polis 66 kV substation Polis is an existing 66 kV substation with two transformers as detailed in the relevant drawings. A third transformer bay is to be established and the new bay is included in the scope of this Tender. The rest of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (i) Karvounas 66 kV substation Karvounas is an existing 66 kV substation with two transformers as detailed in the relevant drawings. The substation is to be refurbished using a lot of new equipment that are included in the scope of this Tender and these are listed in the relevant schedules. The rest of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (j) Anatoliko 66 kV substation Anatoliko is an existing 132 and 66 kV substation with two interbus transformers, two step down transformers and various line circuits terminating on the 132 and 66 kV busbars of the substation. For the connection of a “Ripple Control Feeder” on the 66 kV busbars some new equipment are required and these are listed in the relevant schedules. The rest of the equipment that are identified in the relevant schedules and drawings are already available and they are not included in the scope of this Tender. (k) Pyrgos 66 kV substation Pyrgos is an existing 66 kV substation that shall be completely refurbished using new equipment as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising four fully equipped line bays, two transformer bays and one bus-section bay with 132 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. (l) Kophinou 66 kV substation Kophinou is an existing 66 kV substation that shall be completely refurbished using new equipment as detailed in the relevant drawings. It will be a single busbar outdoor substation comprising two fully equipped line bays, two transformer bays and one bus-section bay with 132 kV switchgear and equipment as specified in the relevant schedules of this Tender, complete with all control and protection equipment. 3. SHIPMENT - The port to which the equipment should be shipped is Limassol or Larnaca on the South Coast of Cyprus. 4. DELIVERY - The equipment must be delivered in 2 consignments as follows: SUBSTATION NO. OF MONTHS FROM DATE OF CONTRACT AWARD Latsia, Ergates, Kokkinotrimithia, Orounda, Pyla , Tembria, Polis, Anatoliko 8 Xeropotamos, Karvounas, Pyrgos, Kophinou 12 5. CONDITIONS OF CONTRACT - The Conditions of Contract will be the Electricity Authority of Cyprus Conditions and the Contract will be in conformity with the laws of the Republic of Cyprus and shall be governed by such laws. 6. PAYMENT - The work will be financed from the Authority’s funds and the Contract will provide terms of payment as quoted in the above mentioned Conditions of Contract. 7. COMPLIANCE WITH STANDARDS - Unless another standard is specifically mentioned in the Specification, all materials used and provided under the Contract must, where such standard exists, be in accordance with the latest edition of the British Standards Institution, or the International Electrotechnical Commission (IEC) or the International Organisation of Standardisation (ISO) or in accordance with any of the recognised standards appropriate to the country of manufacture, which in the opinion of the Authority, ensure an equivalent or higher quality. 8. QUALITY ASSURANCE - The Tenderer must have an ISO 9001 Quality Assurance Certificate issued by any member of the ""IQNET"" or other Organisation accredited for this purpose by a National Accreditation Body. 9. CERTIFICATES - The Tenderer must furnish as part of his Tender: (i) Type Test Certificates issued by a reputable and internationally recognised Testing Body establishing that the goods offered comply with the specified Standards and (ii) A valid ISO9001 Quality Assurance Certificate for the design of substations as well as for the design and manufacture of switchgear, isolators, voltage transformers and current transformers, issued by any Member of the ""IQNET"" or other Organisation accredited for this purpose by a National Accreditation Body. 10. EXPERIENCE - The Tenderers must have proven and extensive experience in the execution of Contracts of similar nature and value, home and abroad and must submit evidence that they have manufactured goods to the specified standards. 11. VALIDITY - Tenders are required to be held open for acceptance for 120 days from the Closing Date specified. 12. TENDER BOND - The Tenderers are required, as a security for the due performance of their obligations under the Tender, to submit with their Tender an irrevocable Bank Guarantee issued or confirmed by a local Bank carrying out full Banking Operations in Cyprus, in the sum of: C£125.000,- (One hundred twenty five thousand Cyprus Pounds). The validity of the said Bond shall not expire prior to 30 days beyond the validity of the Tender. The above shall be returnable to the Tenderers’ Bankers if their Tender is not accepted. 13. PERFORMANCE BOND - The successful Tenderer will be required to furnish a Performance Bond to the amount of 10% of the total Contract value. The said Bond shall be valid up to 18 months after delivery of the equipment. 14. TENDER DOCUMENTS - Tender Documents will be available from the Electricity Authority of Cyprus as from Thursday 10 May 2001, upon payment of C£100 - plus V.A.T. for a set of 4 Documents. This payment will not be refundable. Where Tender Documents are to be mailed by the Authority abroad, an additional amount of C£20 - per set should be paid, in order to cover packing and postage costs. 15. CLOSING DATE - Tenders are returnable to the Head Office of the Electricity Authority of Cyprus, by Friday 13 July 2001, at 12.00 hours local time. 16. PUBLIC OPENING - The public opening of the Tenders will take place at the Authority's Head Office on Friday 13 July 2001 at 12.30 hours local time. 17. AWARD – The whole Tender will be adjudicated and awarded as whole. 18. GENERAL - The Electricity Authority of Cyprus does not bind itself to accept the lowest or any Tender, nor will it be responsible for any costs incurred by the Tenderers in making their Tenders. 19. LOCAL AGENT – No more than two Tenders which nominates the same Local Agent will be accepted by the Authority. It is brought to the Tenderers’ attention that in case three or more of the Tenders submitted nominate the same Local Agent, then all these Tenders nominating the same Local Agent will be rejected by the Authority."
